What we build

NeoXFortress builds a Governed Agentic Platform for running AI agents inside enforceable authority boundaries. Its Agent Authority Infrastructure foundation — NeoXFortress Gateway — checks authority before consequential actions, allows or denies the action or requires human approval, and creates verifiable evidence afterward. Organizations can use the complete platform or connect an existing agent environment to the Gateway authority layer.

Founder background

Julio Berroa is the founder of NeoXFortress and a cybersecurity infrastructure engineer who has spent 20+ years defending high-trust networks against large-scale attacks.

Julio was an early employee at Prolexic, one of the original leaders in Distributed Denial of Service (DDoS) mitigation before its acquisition by Akamai. His career spans Akamai Prolexic, Neustar, and Oracle Cloud Infrastructure, where downtime, trust, and evidence matter.

Walter Morales

Strategic Advisor

Walter Morales is a retired U.S. Army Sergeant Major and former senior Department of Defense policy and program leader for a combined 35 years of experience operating across Army and DoD organizations. Prior to his retirement, he served as Program Manager and Chief of the Army Suicide Prevention Program, Army G-1, where he led the implementation of Army-wide initiatives and the translation of senior-level policy and guidance into programs, policy and training across the force. As a senior government official, he performed as the Director, Policy and Training within the Defense Suicide Prevention Office at the Pentagon.

Throughout his federal career, Walter contributed to Department-wide policy development, strategic planning, program implementation, risk-reduction initiatives, and coordination across all military services, and government and civilian organizations. His work has been recognized in Department of Defense strategy, U.S. Army and DoD publications, Research & Development (RAND) research, and military behavioral-health literature.

As Strategic Advisor to NeoXFortress, Walter provides perspective on federal strategy, organizational policy, government mission environments, program implementation, and the practical realities of introducing new capabilities into complex federal organizations.
